Recently, Illinois has passed legislation which allows both the cultivation and dispensing of medical cannabis. This has interesting legal aspects to it as the federal government still declares marijuana to be illegal. So, even if Illinois proclaims it is not illegal to cultivate cannabis (with proper licensure) the federal government could investigate and prosecute the "legal" growers. Aside from that issue there seems to be no concensus on what an applicant needs to obtain a license, what building restrictions would be necessary, which municipalities will amend their ordinances to allow for a dispensary to operate within their cities, and what additional licenses and requirements will be mandated for both growers and dispensaries. This topic is unsettled as of this date and this author believes within the next year most of these issues should be answered.
Illinois has created Legal Means to grow or dispense Cannabis.
